That's how they can both sell at those low prices, and at the same time make a profit.
What they do is legal, as many countries around the world have Trade Agreements which allow such sort of re-selling transactions to take place. It's no secret DD services like Steam/D2D etc and some publishers HATE these sites, but they cannot shut them down as they are not breaking the law.
However, some companies or people like Bobby Satan Kotick have no regard for the law or other countries Trade Agreements, and will willingly break it if it means making a profit. So for example Activision instructed Valve to disable MW2 keys which originated from a third world country but was being used in a first world country. Other publishers (even Valve) will occasionally do the same, region lock the use of their keys via DRM or whatever.
I don't use these sites but generally speaking based on many users feedback most of the time you should be fine purchasing from such sites - and in the long run even if a couple if your games get disabled, they'll refund you and you'll still come out on top savings wise.
