In short, the tracker should eventually forget the old peer_id and accept the new one.
Problem occurs if the tracker thinks it's seeing two different peer_ids from you, which can happen if your computer crashes, then you restart and continue downloading. Since the tracker did not get a 'stop/complete' message on the old peer_id (due to the crash) and you are now showing a new peer_id (due to the restart), the tracker will sometimes need to be forced to 'flush' the old peer_id.
I have seen several sites that give you an option to 'flush' torrents listed as 'active' in your profile, or require you to send a PM to an admin to do it for you.
